Update Connector Skill Permissions

Update permission overrides for a connector skill.

Body: {"permissions": {"<key>": list[str], ...}}. Partial — only the keys included are applied. Group lists are stored verbatim with the canonical conventions:

  • [] → action disabled
  • ["all_users"] → action enabled for everyone
  • ["g1", "g2", ...] → restricted to users in any of these groups

Storage compaction unchanged: an override that matches the (list-form) skill.md default removes the entry, and a skill with no remaining overrides is dropped from the org record entirely.
