Get Connector Skill Scope

Return the per-skill group scope.

Response: {"skill": str, "scope": list[str] | None, "default": ["all_users"]} where scope is the persisted group list ([] = off, ["all_users"] = everyone, otherwise restricted) or None if no scope is set yet.

The default scope is implicit ["all_users"] — connector skills are available to every user until an admin scopes them.
