Get Connector Skill Permissions

Return the per-permission table for a connector skill, with the org's current overrides applied. Powers the per-permission group picker under each connector skill's master enable/disable switch in the Skills UI.

Response shape per permission: - default: bool — the skill.md frontmatter default (on/off) - current: list[str] — group list governing the action today ([] = off, ["all_users"] = everyone, otherwise restricted)

Legacy bool overrides stored on the org are normalized to list form on read; the persisted record is not rewritten until the admin actually edits a permission, so loads never churn dota.db.
