Update Connector Skill Scope

Set or clear the per-skill group scope.

Body: {"groups": list[str]}. Same canonical shapes as per-action: [] disables for everyone, ["all_users"] enables for everyone (matches the implicit default), restricted to a subset otherwise. Storage is compact: setting the scope to the default removes the entry.
