Submit real-time feedback during agent processing.

This feedback will be injected into the agent's conversation after the current tool execution completes, allowing users to course-correct the agent while it's working.

Args: chat_id: The chat session ID feedback: The feedback text from the user

Returns: Status and feedback_id for tracking
