Dismiss one of the AI's suggestions

Dismiss one of the AI's suggestions: it records dismissed and nothing else changes. Dismissing again answers it as it is; an accepted one stays accepted. The suggestion is read through site first (gsc_proposals_list, search:read): one another site's, replaced by a newer run's, or never made is NOT_FOUND. Never billing-gated.
