LEVEL THREE — the commercial outcome — is untouched here: record it where it already lives (POST /actions/{id}/execute, POST /signals, POST /actions/{id}/close-loop). next is none | retry | reassign; retry and reassign insert a NEW attempt instead of rewriting this one. Only the requester may resolve, and only a delivered delegation is resolvable.
