Admins only, same shape as /required. Off by default for every school, so a school mid-term (TESI) never finds a new dialog in front of its class. Refuses with no document for the same reason /required does: a dialog asking someone to acknowledge nothing.

No gate cache to clear: adults are never blocked by the middleware, and the dialog reads GET /me, which is never behind that cache.
