Body JSON :
  - siem_webhook_url (str, required) : URL HTTPS du collector SIEM.
  - siem_type (str, optional) : splunk|sentinel|datadog|generic
    (défaut generic).
  - hmac_secret (str, optional) : si fourni, chiffré et stocké.
    Pour effacer un secret existant : envoyer une chaîne vide "".
    Pour ne pas toucher au secret existant : omettre la clé.
  - is_active (bool, optional, défaut True) : flag d'activation.

Réponse 200 : config sérialisée (cf `_serialize`).

Permissions requises : webhooks:configure_siem
