Get Prospecting Scheduled Scan Status

The retired Prospecting routine's status: always off.

Every org's prospecting runs automatically on Jev (plan 2026-09-28 S4/S6), so the routine is retired for every org, whatever the kill switch says (a paused org is not a scheduled one). Nothing is created or re-armed here; automatic tells clients to hide the schedule. Whether prospecting is running right now is GET /api/prospecting/mode and /status.
