Set Transcription Pause

User_call: toggle transcript generation on/off mid-call. When paused=True, /internal/voice/persist_turn skips the message INSERT — no transcript bubble appears in the inbox and no translation is spawned. STT keeps running at the LK worker so the operator can flip back without losing audio mid-utterance. Independent of the paused (translation) flag.
