Set Translation Mute Tts

Mute the translator's voice. scope='everywhere' (default — today's exact behavior): tts_muted, synthesis stops, subtitles only anywhere. scope='call': call_tts_muted, silent IN THE ROOM only — synthesis keeps running and /live QR listeners keep full audio (meet: worker gates the mix; native: NativeMeetRoom gates playback client-side).
