Dispatch Call Link

Operator clicks 'Send agent to call' on a message containing https://t.me/call/<slug>. Resolves the slug via MTProto InputGroupCallSlug + dispatches start_group_listen on the chosen Telegram channel_account so the bot joins via pytgcalls + LiveKit.

Workspace gate: channel_account_id must belong to the caller's workspace (or be shared TO the workspace). Mirrors the security posture of pause/resume etc.
