Set Agent Enabled

Reversible in-place agent kill-switch for a live call.

Publishes the runtime-hash agent_disabled flag — the same one /takeover sets one-way. The LK worker's transcription_node swallows every LLM chunk while it is true (no TTS, no thread bubbles) and session state stays alive, so flipping back re-enables mid-call.

Exists for GROUP calls with a dispatched speaking agent: Take Over is a 1:1-mode flip and is hidden for group_listen, which left operators with no way to shut a group agent up (operator report 2026-08-05 'нет возможности перевести на оператора'). The operator speaks via the coexist headset; this button silences/reactivates the agent.
