Reconcile task deadline

Verify the original attached workflow chain and current private-state access, then atomically fail an expired nonterminal task while preserving its continuation and unresolved usage/actions. Returns only bounded snapshot metadata, never work authority or proof of executor drainage. Paused or revoked work grants cannot authorize execution but do not prevent authorized state repair.
