Allocate a funded private task allocation

Consume funded compute through one durable create intent. Only the first acknowledged intent may dispatch; retries are lookup-only. Allocated verifies provider identity/image/shape/absolute expiry, not workspace readiness. No credentials are returned. Trusted Activity data only; never put machine identity or private pins in Workflow payloads.
