Issue a conversation credential to the trusted scheduler

Platform-service-only credential broker. Requires the dedicated scheduler transport secret, never the general API signing secret or a user/org credential. Resolves the current controlling principal and verifies canonical published conversation state before issuing a short-lived conversation token. Body contains locators only. No execution authority is returned. No-store response.
