List SMS rates per mobile network for an SMS channel

Returns the currently effective SMS prices of one of the customer's SMS channels, one entry per mobile network identified by MCC (country code) and MNC (network code). The channel may be referenced either by its username or by its id; username takes precedence when both are given. Returns 404 when the channel does not belong to the account.
