Download voice termination rates as a CSV or XLS file

Downloads the complete latest call plan of the given tech prefix as a file. The format is selected via the format query parameter (csv or xls, default csv). Use current as the id to refer to the customer's default tech prefix; returns 404 when the tech prefix is not assigned to the account.
