Get all voice termination rates of a tech prefix

Returns the full list of per-minute voice termination rates from the latest call plan assigned to the given tech prefix: destination prefix, destination name, price and billing blocks. Tech prefixes are assigned to the account by CommPeak; use current as the id to refer to the customer's default prefix. Returns 404 when the tech prefix is not assigned to the account. For a large plan prefer the search or download method.
