Search voice termination rates by destination prefix

Returns the voice termination rates from the latest call plan of the given tech prefix whose destination prefix begins with prefix — e.g. 1212 returns New York City destinations. Use it to look up the price of a specific country or number range without fetching the whole plan. Use current as the id to refer to the customer's default tech prefix; returns 404 when the tech prefix is not assigned to the account.
