Search voice termination rates of the default tech prefix by destination prefix

Returns the voice termination rates from the latest call plan of the customer's default tech prefix whose destination prefix begins with prefix — e.g. 1212 returns New York City destinations. Use it to look up the price of a specific country or number range without fetching the whole plan.
