在指定合并请求下创建一条新评论。支持创建普通评论和代码行级评论（Review Comment），创建代码行级评论时需指定文件路径和行号等定位信息。创建成功后返回评论详情。 Create a new comment under the specified pull request. Supports regular comments and inline code review comments. When creating a review comment, specify the file path, line number, and other position information.
