在指定仓库中创建 Issue。需要通过请求体传入标题等必填信息，可选设置描述、标签、处理人、优先级等字段。创建成功后返回完整的 Issue 详情。调用者需具有仓库的写入权限。 Create an issue in the specified repository. The request body must include title and other required fields.
