设置 Issue 标签。Set issue labels.

替换指定 Issue 上的所有标签为新的标签集合。此操作会先移除该 Issue 上已有的全部标签，再设置传入的新标签列表。如需在保留已有标签的基础上追加，请使用添加标签接口（POST）。 Replace all labels on the specified issue with a new set. This operation first removes all existing labels, then applies the new label list.
