为指定 Issue 批量更新一个或多个自定义属性的值。要求属性 key 必须是仓库中已定义的自定义属性，value 长度不超过 50 个字符。 支持部分成功：如果某些属性更新失败（如 key 不存在），不影响其他属性的更新，最终返回每个属性的更新结果。 Supports partial success: if some property updates fail (e.g., key does not exist), other property updates are not affected. The update result for each property is returned. key 仅支持字母、数字和下划线，长度有上限限制。 Key only supports letters, numbers, and underscores.
