Get Expenditures Status

Release status for the expenditures tab. Bypasses the release gate so the customer page can poll it to decide whether to render the sub-tab.

Once approved, the response also carries the same full R&D expenditure total used by the expenditures page and review-answer prefill. Keeping it behind the approval branch means unreleased financial totals stay hidden.
