Set Item Apportionments

Replace the full R&D-activity apportionment for one item.

Each entry's percentage is that activity's R&D portion of the item; the list may sum to <= 100 (any remainder is non-R&D). An empty list clears the apportionment, sending the item back to the Ungrouped / non-R&D bucket. The item's cached rd_percentage / eligibility / activity_id are kept in sync. Salary rows use the dedicated Salary-tab editor, not this mixed-item endpoint.
