Download the stored claim-period Xero P&L as an XLSX workbook.

Admin-only. XLSX opens natively in Excel and can be imported directly into Google Sheets. The auth dependency pair intentionally matches get_profit_loss_report and export_items_csv: the real session owner must be an admin, and the active identity must be able to access the claim.
