Get Profit Loss Report

The stored claim-period Xero P&L report (Profit & loss tab).

Admin-only consultant reference — auth is the same dependency pair as export_items_csv (see its docstring; don't collapse them). Returns synced=False (not 404) when no report has been imported so the frontend can distinguish "not synced yet" from errors.
