List Cost Pools

List the claim's cost pools — a read-only mirror of its expenditures.

The persisted pools are rebuilt from the categorised expenditure data on every read (see rebuild_cost_pools_from_expenditures): one pool per non-salary expenditure category, with per-activity apportionment derived from the expenditure apportionments. There is no manual add/edit/sync.
