Trigger Activity Map Discovery

Manually fire (or re-fire) the activity-map pipeline on this claim.

Admin-only. Idempotent: if a run is already in flight, returns the existing execution status without spawning a second.

Requires the discovery_methodology toggle to be set on the claim — otherwise the activity-map output isn't surfaced anywhere and the multi-hour LLM cost would be wasted. Toggle off → 400.
