Activate Discovery Methodology

Switch the claim to the activity-map (CLA-218) discovery pipeline.

Admin-only. After this, GET /{claim_id}/projects and GET /{claim_id}/work-items (and any other reads gated on effective_discovery_source) read from the activity_map_* tables instead of the legacy aurd_* tables. Reversible via /deactivate. Activating on a claim where activity-map hasn't yet run produces empty project/work-item responses until the orchestrator is invoked separately — the toggle is read-side only.
