Reset Claim To Review

Reset a submitted claim back to review, clearing submission state. Admin only.

Escape hatch for when a submitted claim genuinely needs fixing. Nulls out submitted_at, submitted_by_id, and submitted_snapshot so the claim can be edited and re-submitted. Records the action in the audit log.
