Set Claim Period

Set or clear a claim's custom period start month. Admin only.

Quarter starts only (1/4/7/10); null reverts to the claim type's standard fiscal year. Changing the period does NOT re-run imports — date-windowed data (work items, Xero/QBO expenditure items) must be re-imported to match the new window; query-time consumers pick it up immediately. Refuses on submitted/archived claims (terminal states).
