Set Is Consultant Claim

Mark or unmark a claim as a consultant claim. Admin only.

Marking restricts the claim's available pages to sources / discovery / tracking for everyone on the claim (the AI generation, review, and submit pages are hidden, and the corresponding endpoints 403). Unmarking reverses the restriction without wiping any generated answers, review state, or tracking data — it also removes all consultant rows and any pending consultant invitations for this claim.

Refuses on submitted/archived claims (terminal states).
