Distributor View Set Team Prompt Access

Set whether a teammate gets the MCP Prompts tab.

A Distributor Admin distributes the grant across their own roster; Carbon Arc still decides whether the distributor has it at all, since setting it on your own row is rejected. One PUT rather than grant/revoke siblings — users.prompt_access is a single boolean and the roster drives it from a toggle.
