List Distributor Prompt Tools

Options for the tool filter: the tools the caller's own rows actually name.

Read under the same tenant boundary and retention clamp as the table, so the list cannot report a tool whose traces the caller may not open. Not the admin dashboards' static TOOLS constant, which names internal base tools a distributor's clients never invoke.
