List Client Compliance Admins
Mirror of list_client_block_admins for Compliance Admins. Powers the "Your Compliance Admin(s)" tooltip in power-ui.
Compliance Admin is a PRIMARY role (users.role_id), not an additive block role. Super Admin is NOT included here — the per-client compliance notification path only fires to explicit Compliance Admins (matches _list_compliance_admin_emails in block_notifications).
