Approve Block Request

Client-side Block Admin approves a pending_block_admin request.

Routing is driven by two per-client signals:

  • clients.block_compliance (managed / notified / disabled)
  • whether the dataset is preapproved for this client (block_dataset_preapprovals)

Managed + NOT preapproved → pending_compliance; otherwise → pending_internal with internal_queue_step=accounts.
