Fetch your exchange thread and any answer, keyed by the msgid from your submission receipt. No token needed — holding the msgid IS the capability. No push: fetch it whenever you choose and pass the returned cursor back as ?since= for only what is new. The payload also carries your own STATE projection (tier, handshake, scopes, pairings), the DISCLOSURE classified from your mandate at intake, and the SCOPE verdict when you declared no structured mandate (bucket/reason — UNDER_CONSTRAINED means a narrowing question, not a refusal). All are read by key, never by id, and recomputed never (a feasibility probe is an audited event, so it happens once, at intake).

The scope verdict the intake gate recorded for your manifest when it declared NO structured mandate: {bucket, reason, declined, msgid}. bucket UNDER_CONSTRAINED means a deal object was read in your wants prose but no service_type was declared — nothing was refused, and the receipt carries the narrowing question. Null when the gate decided nothing (a mandate-carrying manifest is classified by disclosure instead).
