Put Layout

Replace the dashboard's full row layout (user drag / resize).

Mirrors dashboard_set_layout on the MCP side so the user's drag / resize and the agent's layout calls share one write path (last write wins). Dashboard-surface only; calling on canvas or workbook surfaces returns 400.
