Patch Block

Update title / displayed / source on one block.

Owner-only in general — title/displayed/source on authoring blocks all stay behind _require_owner. The one exception is a variable change: an editor-grant holder can patch the source of a control block (param-enum / filter-daterange) because that's how the FE persists a viewer's filter pick. Title/displayed on control blocks, and every field on every other block, remain owner-only.
