Dashboard Inspector Data

Lazy hydration for the source-detail overlay.

The dashboard shell renders with inspector_json=[] to keep the initial GET under its budget; this endpoint produces the same shape build_app_inspector_data did inline, so the FE can fetch it after page load and call SourceInspector.init(records) once the data lands. Auth mirrors the dashboard runtime page.
