Duplicate Workbook Route

LFG-1436: duplicate a workbook the caller can read.

Requires at least read access on the source (shared viewers can duplicate; the copy is owned by the caller). Two-phase: shell runs synchronously and returns new_wid so the frontend can navigate to the destination immediately and show a loading state; populate (copytree + bulk inserts) runs in a FastAPI background task and the destination page polls /api/workbooks/<id>/blocks until it sees blocks.
