Dashboard Sync

Cross-tab live-update poll: block-level changes since the caller's last-seen version. The SSE only reaches the tab running the agent, so another tab / collaborator / their agent learns what changed here and replays it through the same client primitive (idempotent). Returns the current version (an audit cursor), the changes after since, and who last bumped it. Auth mirrors the page route — 404 on no access.
