Hs Upload Declare

Declare a bundle and receive its chunk plan.

Idempotent on the declared bytes: re-declaring the same {sha256, size} returns the EXISTING session, so a refresh at 3.2 GB resumes instead of restarting. The session id IS the idempotency key.
