Hs Upload

Accept the health system's file(s) — a .zip or bare .json/.csv/.hl7/.txt — bundle via the SHARED wrap_loose_files packer, and hand off to the shared ingestion pipeline. The upload is stamped with the health_system_id so it appears under that system in the admin. Specialty is NOT collected here — it is a property of the data, determined at ingest.

request_id is optional and names the data request this answers, when it answers one.
