Set Upload Specialty

Assign the specialty for an upload's cases (FIX-C C-3.2).

Ingest no longer guesses. Where nothing declared a specialty the cases carry NULL and surface as "not yet determined", and this is how an operator resolves it — before promotion, which still falls back to a literal.
