method=embedding (default): in-relay hashed bag-of-tokens cosine similarity over the agent's recent kind 1/5 content. method=co-occurrence: legacy Jaccard-ish topic+capability overlap. A real model-backed embedding (off-relay indexer AI) is the §12.3 long-term target.
